Which seems to be what they are doing now. If they can localize the online playing servers, programming and keep all activity monitored via a 3rd party in Vegas lets say, now they can collect the tax dollar, since the servers are in the U.S. How it was operating before is completely 100% unregulated gaming on servers in other countries, south of the border being very popular. And they couldnt collect any tax money because it was already illegal and being the servers are hosted in other contries, but money i guess could flow in and out, and recently thats what the government closed off, the 3rd parties to get the money to the casino and chips at the table for you.
